This organisation is a trusted statutory authority responsible for regulating energy safety, supply and efficiency across Victoria. Operating in a complex and highly scrutinised environment, it plays a critical role in ensuring energy is used safely, responsibly and with confidence.


Your new role

Reporting to the Head of Strategy and Risk, the Portfolio Manager plays a pivotal enterprise role in shaping how strategy is mobilised and delivered across the organisation.
This is not an IT or technical portfolio role. It is focused on regulatory, operational and organisational change, providing authoritative oversight of a complex portfolio.

Key responsibilities include:
  • Providing enterprise‑level stewardship of the portfolio, ensuring the organisation is investing in the right priorities at the right time.
  • Translating strategic intent into well‑defined, delivery‑ready programs and initiatives.
  • Supporting regulators and business owners through periods of regulatory and operational change.
  • Leading portfolio‑level prioritisation, sequencing and trade‑off analysis to balance demand, risk and organisational capacity.
  • Driving performance, delivery confidence and risk mitigation across the portfolio.
  • Preparing high‑quality, evidence‑based insights and advice for Executive and governance forums.
  • Leading and developing a small, diverse team (2 direct reports and potential contractors), fostering inclusive, high‑performance ways of working.
  • Uplifting portfolio and change capability, frameworks and internal processes across the organisation.
This role requires strong judgement, comfort with ambiguity, and the ability to move seamlessly between strategic advisory and hands‑on leadership.


What you'll need to succeed

  • Senior experience leading enterprise portfolios or complex change, with credibility advising executives on prioritisation, sequencing and investment trade‑offs.
  • Proven ability to mobilise strategy, shaping initiatives from concept through to delivery readiness within regulated or complex environments.
  • Strong executive presence, with sound judgement and the confidence to provide clear, constructive challenge.
  • Excellent analytical and communication skills, translating complex portfolio, risk and delivery information into actionable insights.
  • A hands‑on people leader, experienced in leading small, diverse teams and improving performance.
  • A pragmatic change leadership mindset, supporting leaders through regulatory and operational change.
  • Sound financial and investment acumen, including business cases, benefits and risk management.
  • Consulting or advisory background is highly regarded.
