An exciting opportunity exists for a skilled Property Leasing & Licensing Officer to join a dynamic local council in Melbourne’s south-eastern suburbs. This role plays a key part in managing Council’s diverse property portfolio, including both community and commercial tenants, and ensuring effective delivery of property and leasing services.

As the successful candidate, you will take ownership of the day-to-day management of Council’s lease and licence portfolio. This includes negotiating and preparing lease and licence agreements, overseeing renewals, managing rental invoicing and collection, and ensuring tenant compliance. You will lead annual lease and licence inspections, provide technical property advice to internal and external stakeholders, and support strategic property projects such as land discontinuances, disposals, and acquisitions in line with statutory requirements. The role also involves maintaining accurate lease registers, assisting with valuations, managing expressions of interest for new tenants, and contributing to Council policies to ensure good governance and compliance.

Key Responsibilities:
  • Negotiate, prepare, and manage commercial and community leases and licences.
  • Oversee tenant compliance, inspections, and landlord approvals.
  • Maintain and update Council’s lease register and property database.
  • Manage discontinuance and disposal of roads, reserves, and land in line with policy.
  • Provide technical property advice, including title searches and interpretation.
  • Support financial management processes including invoicing, budgets, and reporting.
  • Assist with valuations, asset management, and capital works projects.

Key Selection Criteria:
  • Demonstrated experience in property leasing, licensing, and property management.
  • Strong knowledge of property-related legislation, lease/licence agreements, and title interpretation.
  • Experience with road/reserve discontinuance and disposal processes.
  • High-level communication and negotiation skills with internal and external stakeholders.
  • Strong organisational skills with the ability to work independently and manage competing priorities.
  • Relevant tertiary qualifications and/or equivalent experience in property management.
  • Current Victorian Driver’s Licence.
