Level 3 - Project Cost Estimation Analysis

Deliver expert cost modelling for strategic projects using top-tier Defence estimation tools.
Location: Canberra, ACT
Duration:12 Month Contract
Clearance: NV1 (Baseline Clearance holders will not be considered)

Scope of Task
The Costing Directorate supports strategic planning by assessing the affordability and feasibility of new manufacturing investment proposals. This includes identifying capability gaps and ensuring options are coherent, feasible, and cost-effective.

Project Cost Estimation Analysis with expertise in Defence cost estimation tools and practices are required to:
  • Develop and revise cost models using CCT, ACEIT, or TruePlanning
  • Conduct cost risk and uncertainty analysis
  • Provide cost assurance and reporting
  • Mentor staff in cost estimation techniques
  • Engage with stakeholders to validate assumptions and present findings

Key Objectives & Deliverables
Objective 1: Develop Cost Estimation Models
  • Use endorsed tools to model new proposals
  • Analyse cost risk and uncertainty
  • Provide cost briefs and assurance reports
Objective 2: Revise Existing Models
  • Update models based on scope/spec changes
  • Provide revision reports and update data
Objective 3: Knowledge Sharing
  • Mentor staff in costing methods
  • Peer-review internally developed models
Objective 4: Stakeholder Engagement
  • Participate in project team meetings
  • Present and defend cost estimation results

Required Expertise
  • High level of experience with CCT, ACEIT, or TruePlanning
  • Strong understanding of Total Cost of Ownership (TCO)
  • Sector experience in cost estimation and assurance
  • Ability to assess methodology credibility and estimate validity

  • Demonstrated experience with endorsed costing tools
  • Compliance with task specifications
  • Proposed price

  • Access to costing tools (ACEIT, CCT, TruePlanning)
  • Access to protected and secret networks
