The Department of Energy, Environment and Climate Action (DEECA) is seeking an experienced legislative lawyer to join its high-performing Legislation Branch on an 18-month fixed-term contract. This is a significant opportunity to contribute to legislative reform across DEECA’s broad portfolio, with an initial focus on the Victorian Energy Upgrades Program and reforms to the Victorian Energy Efficiency Target Act 2007.
Your new role
As Senior Solicitor, Legislation, you will lead and support the development and delivery of legislation and regulations. You will work closely with policy teams, Parliamentary Counsel, and internal stakeholders to ensure legislative products are legally robust, procedurally sound, and aligned with government policy objectives.
Your responsibilities will include:
• Preparing and reviewing drafting instructions for Bills and subordinate legislation.
• Reviewing draft Bills prepared by Parliamentary Counsel to ensure legal accuracy and policy alignment.
• Preparing and reviewing Cabinet submissions, Ministerial briefs, and Governor in Council papers.
• Advising on statutory interpretation, legislative processes, and procedural requirements.
• Supporting the delivery of legislative reforms across multiple DEECA portfolios, including energy, environment, climate action, water, agriculture, and resources.
What you'll need to succeed
You are a detail-focused, collaborative lawyer with a strong understanding of the legislative process. You have a proven ability to manage competing priorities, engage with stakeholders at all levels, and deliver high-quality legislative outcomes within required timeframes.
Essential requirements:
• Demonstrated legislative development experience in Bills and/or subordinate legislation.
• Strong knowledge of Parliamentary Counsel, Governor in Council processes, and Cabinet protocols.
• Excellent statutory interpretation and legislative advisory skills.
Highly regarded:
• Experience in energy/climate regulation or tradeable financial instruments.
• Public sector or private practice background with relevant legislative expertise.
