Hays have partnered exclusively with Gold Coast City Council on recruiting a crucial role for an exciting program of work. This is a rare opportunity to join the second largest council in Australia for a 12-month fixed term contract as a Program Change Lead.
Your new role
As the Program Change Lead you will:
- Demonstrate the ability to independently deliver Organisational Change Management outcomes while effectively leading and guiding others in the execution of delegated tasks.
- Review and quality-assure all work related to the OCM stream, offering prompt and constructive feedback to team members.
- Be capable of integrating various project change plans into cohesive and strategic OCM interventions.
- Bring experience from diverse change initiatives, particularly those involving process transformation and workforce transition.
- Oversee and manage the capacity and workload of the OCM project team.
- Lead cross-stream collaboration and ensure OCM efforts are meaningfully aligned with broader project and stream-level activities.
- Manage dependencies between various project OCM plans, as well as across other project streams. Adapt and customise change activities as needed to reflect project realities and achieve desired outcomes.
- Prioritise effectively in environments with limited resources and shifting timelines, focusing on high-impact activities and stakeholder groups.
- Communicate upward with clarity, providing specific questions, requests, and actions—often of a tactical nature—to support delivery and decision-making.
- Confidently facilitate OCM-related discussions with sponsors and leaders, sharing plans, co-designing interventions, influencing stakeholders, and ensuring follow-through on key actions.
What you'll need to succeed
- Extensive experience in leading and delivering organisational change initiatives within complex environments, ideally in government, large enterprise, or transformation-focused sectors.
- Proven track record of managing a team to deliver multiple concurrent change projects or large-scale change initiatives, including stakeholder engagement, impact assessment, and change intervention design.
- Demonstrated ability to collaborate effectively with Program/Project Managers, Change Partners, and senior business leaders to align change strategies with organisational goals.
- Expertise in change management methodologies, frameworks, and tools, with the ability to apply and adapt these to diverse project contexts.

This position has a salary range of $150k - $170k + super (depending on suitability for the role).
