It plays a central role in enabling the state’s emergency response capability through advanced communications systems, IT platforms, and service delivery contracts. The legal team advises on a broad range of matters from commercial agreements and government procurement, to compliance, litigation, and public law.
Your new role
The vacancy has arisen due to an internal promotion into a strategic project team, creating an opportunity for a senior lawyer to step into a well-defined but high-impact role. With a constant pipeline of ICT, technology, and services-based procurement, the role combines day-to-day legal advisory work with broader involvement in risk management, governance, and strategic sourcing.
While not currently tied to one major procurement program, the position supports the legal function in navigating complex, high-value contracts across IT, telecommunications, and government suppliers. It sits within a small but highly respected in-house legal team.
Key Responsibilities
Provide authoritative legal advice on procurement, contracts, and commercial law matters
Draft, negotiate, and review complex agreements across ICT, infrastructure, and services
Advise on procurement strategies and ensure compliance with public sector frameworks (VGPB, FMA, Ministerial Directions)
Lead contract negotiations with external suppliers and support high-value project delivery
Contribute to continuous improvement of legal templates, policies, and procurement guidance
Identify legal risks and deliver pragmatic solutions that align with operational needs
Support broader legal governance, stakeholder engagement, and policy compliance
What you'll need to succeed
You are a confident and commercially minded senior lawyer with at least 8–10 years’ post-admission experience, ideally including time spent in:
Victorian or Commonwealth government departments, statutory authorities, or regulated public entities
Complex contract advisory or procurement roles (in-house or top-tier firm)
Commercial law, ICT contracting, or infrastructure project environments
You will bring:
Extensive experience advising on public sector procurement law, contract negotiation, and compliance
Familiarity with VGPB policy, Financial Management Act 1994 (Vic), and Ministerial Directions
Strong drafting, negotiation, and risk advisory capabilities
A collaborative mindset and confidence engaging with senior stakeholders
A genuine interest in public purpose work and legal excellence
