The Works Manager leads, manages and oversees the development and delivery of programs in relation to Oberon Council’s infrastructure services, including transportation (roads, bridges, pathways, public parking), stormwater, fleet and depot, gravel pits, as well as open spaces and recreation facilities (incl. sporting fields, playgrounds and public toilets). The role is also responsible for managing contractors and any other workers on relevant Council controlled sites.
Your new role
Prioritise, develop, plan for, communicate and deliver annual operational and capital works programs timely and cost and resource effectively.
Ensure sustainable maintenance and operation of relevant assets, including e.g. the implementation of cyclic programs and vegetation control for Council’s road network.
Oversee the Road Maintenance Council Contract (RMCC) with Transport for NSW (TfNSW).
Prepare reports for presentation to Council.
Keep abreast of changes to relevant legislation and communicate such changes to Director and relevant staff.
Formalise the out-of-hours on-call roster.
Ensure relevant information and data are collected and recorded in line with record-keeping requirements and as input for forward planning.
Assist in the development of or provide input into, update and implement relevant strategic documents, policies and management plans, e.g. 4-year Delivery Program, Road Strategy, Playground Hierarchy, Active Transport Strategy, Roadside Vegetation Management Plan, and Asset Management Plans.
Assist in the preparation of annual budgets within the area of responsibility, review budgets regularly and take appropriate action to address any foreseen variations to ensure adherence.
Ensure sourcing, appropriate expenditure of and reporting on various grants, such as R2R, FAGS, FLR, RERRF, LRCI, AGRN.
Pursue opportunities for external funding of programs
What you'll need to succeed
Tertiary qualifications in Civil Engineering and extensive relevant work experience, including in Local Government
Able to lead, manage and develop a large group of specialist staff.
Commitment to public safety, Work Health and Safety and due consideration of risk when making decisions.
Able to prioritise multiple tasks and projects, including appropriate levels of delegation to and supervision of staff, while demonstrating proactive approaches and resourceful problem-solving capabilities.
Highly developed knowledge of maintenance and construction principles, practices and industry standards relating to municipal works.
Experience in procurement, tendering and contract administration.
High level computer literacy in the use of the MS suite of applications.
Able to attend out-of-hours events as required, such as Council or Committee meetings.
Current class C driving licence.
Construction Induction White Card.
